Ontario's Digital Modernization and Adoption Plan (DMAP) is one of the more misunderstood grants in the province's small business toolkit — partly because its name sounds like it funds technology purchases, and it doesn't. DMAP funds the planning work that comes before a purchase: a matched grant of up to $15,000 to hire a qualified consultant who builds you a customized roadmap for adopting new digital tools. If you've read our broader overview of Ontario's AI funding landscape, this article goes deep on DMAP specifically — the mechanics, the eligibility rules, the exact application sequence, and how it connects to the much larger grant that follows it.
DMAP is one of three grant streams delivered under Ontario's Digital Competence Centre (DCC), administered by the Ontario Centre of Innovation (OCI). The other two streams — the Technology Demonstration Program (TDP) and the Retail Modernization Project Grant (RMPG) — serve different purposes, and we'll cover exactly how DMAP relates to TDP later in this guide.
What DMAP Actually Pays For
DMAP is a matched grant: OCI covers up to 50% of eligible costs, to a maximum of $15,000. The funding is earmarked specifically for engaging a "Digital Adoption Consultant" pulled from OCI's approved DCC vendor roster. That consultant works with you to produce a customized digital modernization and technology-adoption plan — an assessment of your current operations, a gap analysis, and specific recommendations for which technologies to adopt and in what order.
This is the detail that trips up most applicants: DMAP is strictly a planning grant. It does not fund buying software licenses, hardware, or any tangible technology. It also doesn't fund general business consulting unrelated to digital adoption. The output of a DMAP project is a plan document, not a deployed system. Consultant procurement for the project must also follow Ontario's BPSAA Procurement Directive standards, so you can't simply hire any consultant you like informally — they need to be sourced from the approved roster and engaged properly.
Who Is Eligible for DMAP
Before applying, confirm your business meets every item on this checklist:
- For-profit and privately owned
- Incorporated federally or provincially, with a valid Business Number
- Between 1 and 499 full-time equivalent employees
- Has a permanent establishment in Ontario
- Has the internal capability to implement and sustain new technology once the plan is delivered
Several categories of business are specifically excluded, regardless of size or employee count: real estate brokerages, non-profits and registered charities, corporate chains and franchises, and multi-level marketing company representatives are all ineligible. Businesses primarily engaged in consumer-facing retail or e-commerce operations are also ineligible for DMAP — that's intentional, because Ontario runs a separate program (the Retail Modernization Project Grant) purpose-built for retailers, and a business cannot apply to both DMAP and RMPG at the same time. If most of your revenue comes from retail or online storefront sales, RMPG is the program to look at instead. Finally, businesses located outside Ontario are not eligible under any circumstance.
On the cost side, DMAP funds cannot cover personal expenses, infrastructure or tangible asset purchases (think land or vehicles), or any costs incurred outside Ontario.
How to Apply for DMAP: The Step-by-Step Process
The application runs through OCI in a fixed sequence:
- Submit the interest form. Start by filling out the DMAP/Technology Demonstration Program interest form on oc-innovation.ca. This is the same intake form used for both DMAP and TDP, so be clear about which stream you're pursuing.
- Internal review. OCI performs an internal eligibility and completeness review of your submission, checking it against the criteria above and confirming your application package is complete.
- External committee assessment. Applications that pass the internal review are forwarded to an external expert committee, which assesses the merit of the proposed project.
- Funding decision. OCI communicates the outcome by email. If approved, you'll be told your grant amount and next steps.
- Sign the funding agreement. Approved applicants sign OCI's standard funding agreement through their e-signature platform before project work begins.
- Complete the project and report. Once your Digital Adoption Consultant delivers the plan, you submit a final report to OCI within 30 days of project completion.
- Follow-up survey. OCI requires a mandatory follow-up survey roughly 6 months after completion, to track how the plan was put into action.
What You'll Need to Submit
Gather these before you start the application, since assembling them is usually the slowest part of the process:
- Resumes or CVs of the team members who will be involved in the project
- A letter of support from an external Digital Adoption Consultant already on the DCC roster — meaning you need to have identified and engaged a consultant before you can complete your application
- A completed DMAP Proposal Template (available from OCI)
- Any additional supporting documentation OCI requests during review
DMAP vs. TDP: Which One Do You Need First?
This is the relationship that matters most if AI adoption is your end goal. DMAP and the Technology Demonstration Program are sequential, not interchangeable:
DMAP (up to $15,000) is step one. It pays a consultant to study your business and produce a written plan recommending specific technology investments — which systems to adopt, in what order, and why.
TDP (up to $50,000) is step two. It's a much larger matched grant that funds actually purchasing and installing the technology your DMAP identified — including AI tools like voice agents, workflow automation, and CRM systems. Completing a DMAP is a prerequisite to applying for TDP: you cannot skip straight to the implementation grant without first going through the planning process.
In practical terms, that means the fastest path to funded AI adoption in Ontario runs through DMAP first. If you already have a clear, well-documented modernization plan from other means, TDP eligibility rules may vary — but for most small businesses, DMAP is the on-ramp. Budget for the fact that DMAP itself will take weeks to months to move through OCI's review and committee stages before you're even eligible to start the TDP application.
Funding Availability and Timing
There's no fixed application deadline for DMAP — selection runs first-come, first-served while program funds last. That matters more than it sounds: OCI has reported a $7.5 million investment in the Digital Competence Centre program, with $5 million of that directed specifically to support new and existing DMAP projects. That's a meaningful expansion of capacity, but it also means the intake can close once allocated funds run out and reopen later. Since program status changes, confirm current availability at oc-innovation.ca before you invest time preparing an application, or email vsadr@oc-innovation.ca with specific questions.
Using a DMAP to Justify an AI Voice Agent
For a lot of small businesses, the technology gap a Digital Adoption Consultant identifies is painfully simple: missed calls. A DMAP engagement is exactly the kind of process that surfaces "you need a way to answer every call, book appointments after hours, and stop losing leads to voicemail" as a documented, funded recommendation — which is precisely what an AI voice agent solves. Once that recommendation is written into your plan, it becomes your case for TDP funding to implement it.
Canadian AI Lab's 24/7 AI phone receptionist runs $99 CAD/month or $999 CAD/year, with a free 60-day trial so you can test it before committing any grant dollars or your own. If you're building a DMAP plan and want to see what a properly configured AI voice agent looks like in practice, start the trial or book a free 30-minute consultation — either can inform what goes into your consultant's recommendations, and later, your TDP implementation.
